PROFESSIONAL EXPERIENCE
Mark Satterfield Consulting; Florida; 2011 - Present
Technology & Business consulting
* Developed Profit and Loss plans, partnership agreements; business development strategies; business continuity plans; compliance strategies; and disaster recovery plans for Florida licensed Home Health Agencies.
* Deployed public WiFi hotspots for commercial enterprises. Used WiFi mapping tools including inSSIDer and Ekahau HeatMapper to plan and demonstrate adequate campus wide coverage.
Raytheon/SI Government Solutions; Melbourne, Florida; 2009 - 2011
Technical Programs Manager - Security research & Cyber Warfare
* Executed $20M in competitive contracts and uncovered new business opportunities for Information Operations/Computer Network Attack, Defense, and Exploitation and security research projects.
* Created dynamic test grammars, networked test beds, and scripts for vulnerability and security assessments against embedded proprietary hardware. Wrote assessment white papers in accordance with contract requirements.
* Managed more than 35 engineers across multiple contracts with multiple customers. Introduced distributed teams and management structure to employ high-cost capital assets used for concurrent projects. Customer representative in agile/iterative development environment with regular customer interface.
* Key role in the business team that identified long term P&L plans associated with facilities expansion.
* Successfully managed two Air Force SBIR contracts that were nominated as Success Stories.
* Responsible for developing & executing against plans that meet the customer's cost, schedule, and performance goals while negotiating within the company for appropriate engineering talent, capital equipment, and facilities.
Northrop Grumman; Florida; 2004 - 2008
Integrated Product Team Leader - Computing Infrastructure
* Successfully managed a $50M contract with a geographically distributed product team of more than 40 engineers & contractors building an airborne, theater-wide centralized Battle Management Command and Control system.
* Architecture designer for computing infrastructure solution. Ultimately responsible for providing technically mature systems within cost and schedule constraints.
* Chaired Risk Management board. Developed “phase in” strategies to mitigate risks associated with server and software COTS technologies. Many of the extreme performance systems that we required were not yet commercially available within the Size, Weight, and Power (SWAP) constraints of the airborne platform. My contributions included developing integration plans that provided drop in replacements when the COTS solutions became available. In this role, long term versus short term impact, cost impact and schedule impact had to be recognized and evaluated.
* Developed integrated master schedules, technical frameworks, system & software requirements, test & integration plans, migration plans, and proposals. Engineering Change Proposal skills were especially important as the program funding was reduced and the cost impact of each requirement had to be individually evaluated.
Engineering Manager - Network Operation
* Engineering manager for Combat Air Force Distributed Network Operations Center and Operations & Maintenance team of more than 20 engineers focused on secure high availability IP & telephony network solutions.
* Performed on-site Engineer Furnish & Install (EF&I) for telecommunications network build-outs.
* Coordinated the development, deployment, test and integration between software engineering and operations teams.
Senior Systems Engineer - Wireless systems
* Senior Systems Engineer for DARPA NEST/SOCOM wireless sensor network solution in a Lead Systems Integrator role. Proximal and stand-off sensors included acoustic, seismic, magnetic, infrared, and image. Program goals were to “bring to market” a comprehensive off-the-shelf Track Management solution.
* Architecture designer for transitioning wireless product from demonstration program to marketed solution. Primary point of contact and negotiator for vendors, manufacturers, subcontractors, and customers. Ultimately responsible for requirements specifications, project planning, systems integration, field testing, assessment reports, project cost, schedule, and product technical performance.
* Proposal writer and technical integrator for SOCOM, DARPA, and other business pursuit efforts. These $2M to $50M contracts included wireless & wired computing technology solutions, Operations & Maintenance solutions, wearable computing solutions, and wireless sensor network solutions.
Joshua Systems Technology Integration; 2001 - 2004
Business Management
* Championed business partnerships and provided comprehensive solutions that included business process continuity, training, marketing, and call centers. Single source solutions focused on reducing costs & risks, and increasing customer satisfaction. Efforts concentrated on network operations, software development, and systems integration.
* Authored white papers and created training courses in software engineering, network design, and competitive trade studies to standardize client presentations, processes, and development environments.
Software Solutions Integration
* Developed requirements specifications, test plans, installation verification plans, and Operations and Maintenance procedures for deployed software and network systems.
* Tested commercial grade Wi-Fi equipment for security, interoperability, distance, and interference limitations for deployment within high-traffic environments including hotels and other business establishments. Testing was especially focused on interference limitations because of the non-controlled nature of the environments.
* Designed Local Exchange Carrier and Customer Premise integration test beds for commercial network deployments. These test beds required OSHA compliance and employed test equipment including FIREBERD communications analyzers, protocol analyzers, oscilloscopes, cable testers, and standardized endpoint devices.
* Created embedded assembly line software system for Case IH Agriculture & Farm Equipment final acceptance testing that included an electrical interface test bed with frequency, pressure, and temperature transducers.
Paradyne Corporation; telecommunications manufacturing software engineer; 1998 - 2001
Raytheon; high-availability secure network systems integration engineer; 1993 - 1998
Saint Petersburg College; curriculum instructor; computer science and engineering; 1993 - 1998
EDUCATION
Master of Science in Computer Engineering (MSCpE); University of South Florida; 2000
